STAFF

The firm’s staff includes 31 professionals from various disciplines, including economics, planning, statistics, management, marketing and communications in addition to the administrative staff. No other Puerto Rico based consulting firm can provide the analytical capabilities of ETI. The staff:

Graham Castillo Pagán, JD - is the President and COO of the firm.  Mr. Castillo recently rejoined the firm after working for a large international financial institution.  In addition to his Law degree, his background includes accounting and economics degrees.  He had worked for fourteen years at Estudios Técnicos, Inc., primarily in areas related to financial and economic feasibility studies as well as litigation support.

José J. Villamil, B.Sc - Chairman and CEO, is an economist who has worked both in Puerto Rico and abroad on a wide range of subjects.  He is a former President of the Inter American Planning Society.  Mr. Villamil has been a visiting professor at various universities, including Harvard University and the Institute of Development Studies at the University of Sussex in Great Britain.  He currently serves as Chairman of the Board of BBVA Puerto Rico and chaired the PR Chamber of Commerce.  In 2004, he was awarded an Honorary Doctorate by Metropolitan University for his contributions to economic development.

Luis Rodríguez Báez - MBA, Manager of the firm’s Business Economics Group, is a key staff member in projects related to business plan preparation and strategic marketing.  Mr. Rodríguez Báez has coordinated a number of important projects for the firm, most recently a market research project for a major automobile manufacturer.  He has an MBA degree and is a former President of both the SME Association and the Advertising Agencies Association.

Juan A. Castañer, MA Heads the Economic Analysis and Policy Group.  He is a former Deputy Administrator of Economic development, Assistant Secretary of Commerce and Director of the Planning Board’s economic Analysis Division.  He recently coordinated the design of an innovative information system for the Municipality of Caguas.

Carlos Torija, MS - The firm's statistician, has a graduate degree in statistics from the Universidad Complutense in Madrid.  Over the past few years he has overseen a number of major projects, most recently for the Department of Labor on restructuring its employment and unemployment survey

Anitza Cox, MA - Is responsible for the Social Analysis Group. Her Master's degree is in Program Design and Evaluation. Ms. Cox has coordinated various major studies and is currently directing a project on improvement of court proceedings in juvenile cases for the Courts Administration. She coordinated the Social Needs Assessment carried out for Puerto Rico’s major foundations.

Diego Iribarren, Ph.D. - Rejoined the firm after a three year assignment with the World Trade Organization in Geneva, where he was part of the Trade Policy Group. Dr. Iribarren has extensive experience in consulting. His doctorate is from Manchester University in the UK.

Rubén Pomales, MP - is a planner who, prior to joining Estudios Técnicos, Inc., worked in the Urban Train project of the Puerto Rico Highways and Transportation Authority. His involvement in that project dealt with joint development planning.  His degree is from UPR's Graduate School of Planning.

Roberto López, MBA - Has an MBA degree from UPR and is currently engaged in projects related to tourism development in the Island as well as other real estate developments. He is project manager for the introduction of a new service aimed at improving financial management in the Cooperative Sector.

Oria Andino, B.Sc. - Has a B.Sc. in Business Administration and has worked for the firm for the past five years on a number of projects related to market research. She is currently coordinating the production of the editorial material and design of the Business Register and the Export-Import Guide, Verizon publications.

Leslie Adámes, MA - Prior to joining the firm, Mr. Adámes worked in consulting and was part of the economic advisory team in the Governor’s Office. He will be working with the Economic Analysis and Policy Group.

Mario Puchi, MP - Recently joined the firm to work in a new division responsible for providing advisory services to cooperatives.  He has accumulated extensive experience in strategic planning, financial analyses and market and feasibility studies.  His master’s degree in Planning is from UPR.

Indira Luciano, Ph.D.Works in the area of regional and environmental economics. She served as Deputy Economic Adviser in the Governor’s Office and is a professor of Economics at UPR.

 

Olga Durand, B.Sc. - An economist with an undergraduate degree from UPR/Mayagüez and graduate studies at UPR/Río Piedras, Ms. Durand works on projects related to economic analysis and policy.

 

Erika Navarro, MPA - Joined the Social Analysis Group after completing a Masters in Public Administration at UPR, where she had completed a B.Sc. in Social Work. Her experience includes work with various government social programs.


Ricardo Cruz Niemiec, BA -
works in the firm’s GIS division.  He has taken specialized courses in GIS and computer applications to planning and is currently completing his Masters in Architecture.

 

Inorca Delgado, MBA - Acquired her MBA at University of New York (NYU) in Real Estate Finance and Investment, and joined the firm to work on tourism related projects. Prior to joining ETI she worked for a number of years at Four Seasons Hotels.

Wanda Crespo - Recently joined the firm to work in the environmental planning area. Ms. Crespo is completing a graduate degree in Planning.

Rita Catalá, BA - Joined the firm recently after completing her studies at UPR's Humanities faculty. She provides support in various projects, particularly those related to market research.

Carlos Rivera, MPA – Became a staff member after completing his Masters degree in Public Administration from the University of Puerto Rico, in the area of social analysis.  He is supervisor of field work in a number of major projects.

Lourdes Lisboa, B.Sc. - Is an expert on infrastructure, particularly airports, and provides consulting services to the firm in projects related to her area of expertise. She worked for Bechtel for thirteen years prior to returning to Puerto Rico and working with ETI. She developed the development plan for the former Ramey Base in Aguadilla, and is a consultant to ETI.

Roberto Orro, MA -  Is a consultant in the Economic Analysis and Policy Group.

Carlos Olmedo, MP - Is part of the Planning and Real Estate Group, working on land use plans and GIS applications. His degree is from the University of Puerto Rico’s Planning School and he has an undergraduate degree in environmental studies.

Rafael Arroyo, MA. – Mr. Arroyo works in the area of social analyses and supervises field work. He is currently completing his Ph.D. in Social Psychology.

Francisco Catalá Miguez, MP - is a consultant in the Planning and Real Estate Group.

Cristina Vargas – Research Assistant in data gathering, data base management and graphic design.
